RESONANT Project (Multidisciplinary research cooperation on information suppression and diaspora communities as a target of foreign information manipulation and interference) aims to provide a better description and understanding of state and non-state actors outside the EU applying information suppression and to recommend strategies, tools and methodologies to reduce the impact of their actions and the vulnerability of their target groups, such as diaspora communities.
Foreign Information Manipulation and Interference (FIMI), including information suppression, refers to a range of threatening behaviors in the information domain that represent a significant challenge in terms of policy response and development. Numerous FIMI operations carried out by state and non-state actors outside the EU, often recorded both within and beyond EU borders, aim to threaten fundamental rights and freedoms at the national level and could also produce threatening effects outside their borders.
To understand which non-EU actors use information supression Tactics, Techniques and Procedures (TTPs) in a coordinate way, RESONANT proposes to analyse information suppression incidents, thereby creating a record of evidence. Considering both the national and cross-border dimensions of information supression, the project will also examine the main TTPs employed providing selected case-studies, as well as the available tools for their detection and analysis.
Furthermore, the project will define a set of methodological tools and policy recommendations, as well as the organization of a series of seminars, simulation exercises, and policy debates in focus groups to address information supression and FIMI.
